One nightmare of a sea angel. She does very high damage and attacks rapidly as opposed to Cli-One, having a chance to slow anything that survives. Her Long Distance attack has a very wide area of effect, to the extent where even outranging her isn't an option. Though she has a sizable blind spot, almost all of her appearances pair her with enemies that cover it, forming exceptionally lethal synergies, such as with Angelic Sleipnir, Hannya, Lutrinae Gokurakko and Relic Doge.
Strategy[]
When fighting Clionel, use units that are able to easily withstand her attacks or can quickly get into her blind spot, such as Awakened Bahamut Cat, Ramen Cat and Guardian Gamereon. Assassinlan Pasalan and a few others can barely outrange Clionel (1250 > 1200), but in general they are only useful in a supportive role.
This mystical being is humanity's salvation... or it's destruction. But for now, it's too busy being an overprotective single parent who protects its kid with ultra long range attacks.
Descending from the heavens to judge this decayed world, this is the Beginning and the End. A doting monster parent to be feared. Attacks with incredible range, allowing strikes to slip through to the backlines...

She is quite literally a sea angel, a creature known for its grace, beauty and horror, seen in this video.
Amongst the first seven Advent Bosses, Cruel Angel Clionel represents the sin of wrath.
Alternatively, Clionel could be symbolic of the eighth Deadly Sin, despair/despond, as "No Plan A" is a name that greatly suggests hopelessness. This would leave Kappy Jr. as wrath.
Her Japanese description is a reference to Neon Genesis Evangelion, specifically incorporating the wordplay from Episode 24:「最後のシ者」 The Beginning and the End. The specific borrowed term can be read in three different ways, either as envoy, casualty or on the water's edge. Presumably this enemy is all three at once.
Her title is a reference to the name of the main theme of Neon Genesis Evangelion, "A Cruel Angel's Thesis"; while the first sentence of the description states the main plot of the anime (Human Instrumentality, also known as Third Impact).
Her gender is confirmed by the event poster for Clionel Ascendant, which says, "Can you withstand her as she rains fire from long distance?!"
